Starting October 1, 2026, WhatsApp begins charging for every service message a business sends within the 24 hour window. Before, those messages were free. This change does not affect anyone using the regular WhatsApp Business app. It affects anyone using the API connected to tools like GoHighLevel, N8N, Manychat, or a custom CRM.

It applies to businesses using the WhatsApp Business API, whether directly or through an intermediate platform. If you have a bot, a CRM integration, or any automation connected to WhatsApp, this change affects you.
If you only use the basic WhatsApp Business app from your phone, without an API or automation, this change does not apply to you. You can keep working the same way as before.
In practice, this covers most businesses that have already automated their customer service. A bot that confirms appointments, a flow that sends payment reminders, or an AI agent that answers frequently asked questions, all fall into this category.
Why is WhatsApp making this change?
This is not Meta's first step in this direction. In July 2025, it had already moved marketing, utility, and authentication templates from a per-conversation charge to a per-message charge. That change did not touch free-form messages within the 24 hour window, those stayed free.
What happens in October 2026 is the second half of that same shift. Now free-form messages are also billed individually. It is the same pattern we have seen across other Meta platforms this year, where features that used to be free or manual move to a more automated model that, in this case, costs more for anyone who does not adjust how they operate.
What is a service message, and what changes on October 1?
A service message is any free-form reply a business sends within the 24 hour window, without using a pre-approved template. It includes replies from a human agent, automatic replies from a bot, and messages generated by an automation flow.
Until now, these messages were free as long as the 24 hour window stayed open. Starting October 1, each one of these messages is billed separately, not per conversation.
This means a greeting like "Hi, how are you? How can I help you?" can count as several billable messages if your bot sends it split across multiple lines.
How much does each message cost, and is anything free each month?
The price varies by the country you are writing to, and it is the same rate already charged for utility and authentication templates. As a reference, the approximate cost per message is $0.0008 in Colombia, $0.0034 in the United States, and $0.0014 in India. In Mexico and other Latin American markets the per-message rates are just as low, but the effect becomes noticeable once volume is high. Exact prices can vary by market, so it is worth checking the current rate for every country where you have customers before projecting your monthly cost.
Every WhatsApp Business phone number gets a free allowance of 1,000 service messages per month. That allowance does not roll over from one month to the next. Once it runs out, every additional message gets charged.
What happens with Meta ads that lead to WhatsApp?
Here is an important exception. If a customer messages you through the click to WhatsApp button on an Instagram or Facebook ad, and you reply within the first 24 hours, a fully free 72 hour window opens.
During those 72 hours, every message is free, including marketing and authentication templates. Nothing gets deducted from your monthly allowance.
This 72 hour window is different from the regular 24 hour window. They should not be confused.
What happens after those 72 hours?
Here is the point that causes the most confusion. Say a customer comes in through an ad, books an appointment, or makes a purchase within that free 72 hour window. All good so far.
But if that same person messages you a week later with a question about the service, that message no longer falls within the free window. From there, any follow up gets billed as a regular service message, subject to your monthly allowance of 1,000 messages.

What do you need to do before September 30?
There is a deadline worth not overlooking. If your account does not have a payment method on file before September 30, 2026, Meta will stop delivering your service messages starting October 1.
This applies whether you have a direct integration with Meta or work through a business solution provider. It is worth checking this today, not next week.
How can you reduce the cost impact?
The main strategy is reducing the number of messages per conversation, not necessarily the number of conversations. These are the most recommended actions:
Consolidate messages. Instead of sending the greeting, the question, and the option in three separate messages, send it all in one. For example, instead of sending "Hi", then "how are you?" and then "how can I help you?", a single message that says "Hi, I'm [business]'s assistant, tell me how I can help" does the same job and counts as one billable message instead of three.
Use buttons and WhatsApp Flows. These tools reduce the number of back and forth exchanges needed to resolve a request.
Avoid repetitive confirmations that do not add new information.
Use AI to answer frequently asked questions without needing human intervention in every message.
There is also the coexistence option, which lets you use the WhatsApp Business app and the API on the same number at the same time. Messages sent through the app stay free, while the ones sent through the API get billed as usual. It is not the most efficient option for a high volume business, but it exists as an alternative.
