TikTok Now Sells Ads in Nearly 400,000 External Apps to US Advertisers: What to Review in Your Campaigns

TikTok opened its off app ad network, the TikTok Ad Network, to US advertisers on October 5, 2026. That network, formerly called Pangle, reaches nearly 400,000 third party apps according to TikTok and is managed from Ads Manager. Smart+ campaigns with automatic placement may include it without you having decided so. As a TikTok Ads agency, we believe it is worth reviewing now where your ads appear, before the high season raises your spend.

Controlling where your ads are displayed is part of the strategy.

What is the TikTok Ad Network and what did TikTok announce?

The TikTok Ad Network is the network through which TikTok shows display and video ads inside other apps, outside the For You feed. According to ContentGrip, TikTok presented it on October 5 at Advertising Week New York, within a broader package of news. That package included Buy Direct, Shopping Assistant, Agentic Leads, and Smart+ improvements.

TikTok says the network has built in brand safety and placement controls. It also states, according to The Keyword, that half of the network's users are not on TikTok. The company puts that at 95 million incremental users. These are TikTok's figures and there is no independent verification.

The network is not new as a business. Mintec recalls that Pangle was already monetizing US publishers since February 12, 2026. What is new is that US advertisers can now buy that inventory directly in Ads Manager.

Can my Smart+ campaigns already appear in other apps?

It is possible. TikTok's help page on Smart+ placements says automatic placement is on by default in new sales, lead generation, and app promotion campaigns. It also says all eligible placements are included by default. According to that same page, and depending on the region, those placements may include non-TikTok partner surfaces through the TikTok Ad Network.

There is an important nuance. The page does not list the placements by name and does not mention app blocking. Nor does it fully clarify how to exclude the network in a Smart+ campaign. It indicates that, where selection is editable, you can choose which placements to keep with the pencil icon, or use the "Select placement" option for more manual control.

Mintec goes further and states that, to exclude the network, you need to use a non Smart+ campaign or contact your representative. That is that outlet's reading and we have not been able to confirm it in TikTok's documentation. The prudent step is to check it in your account.

What controls do I have over where my ads appear?

You have some, but with limits. When creating an ad group you can choose between TikTok, Global App Bundle, or TikTok Ad Network in "Select placement." That choice is fixed: it cannot be changed after the group is created. If you want to measure the network separately, you have to decide from the start.

There is also a block list. According to The Keyword, you can exclude up to 10,000 apps by their bundle ID. It works only if you turn it on in the ad group settings, and TikTok warns that blocking can reduce impressions and performance. Before launching, you see a list of the top 100 apps by historical impressions, not the full list, and there is no way to limit a campaign to an approved list.

Verification comes afterward. DoubleVerify and Integral Ad Science measure brand safety after the purchase, and there is real time fraud screening. A delivery report, which arrives one to two days later, shows where the ads ran, although TikTok warns that it may omit some publishers for contractual reasons.

What do agencies ask for before moving budget to the network?

Five agency executives spoke with Digiday, according to The Keyword, and they agree that network size is not the argument. They want control over where ads appear and proof that the extra reach is incremental. Shamsul Chowdhury, of Zeno Group, asked for a clear whitelist or blacklist option. Lindsay Baker, of Crossmedia, said a bigger network does not make her move more money to TikTok, and that the extension must be "actually valuable, not just efficient."

Farhad Divecha, of Accuracast, recalled that Google, Meta, LinkedIn, and Amazon already sell reach outside their platforms. Bryce Hamlin, of Power Digital, sees an opportunity, because today TikTok campaigns reach only TikTok users, and a wider network could earn more share of wallet, "if it works." Zea Hirsh, of Collective Measures, praised TikTok's signal but said her agency decided not to extend campaigns to Lemon8 for now.

These are professionals' opinions, not measured results. Even so, they show what the market is asking for: transparency first, scale later.

What has not been confirmed yet?

A lot. None of the sources we reviewed gives the price of the network or performance results, and TikTok has not published evidence of how it performs against the external networks of Google or Meta. In addition, the ContentGrip article covering the announcement is labeled as content from a branded content company, so it should be read with caution. The network figures also vary. In August the talk was of "more than 400,000" apps and in October of "nearly 400,000," with no explanation, according to Mintec.

It is also unknown in which other markets it will be available, and when. There are doubts about the quality of third party traffic, although for now they rest on professionals' comments and not on published data. And the figure of 95 million incremental users remains a TikTok claim.

How do you test the network without risking your main campaigns?

These are recommendations from our TikTok Ads agency, not TikTok instructions. First, open your Smart+ campaigns and check which placements are on. If you do not want the network in a key campaign, use manual placement selection. Second, if you want to test it, do it in a separate ad group, with its own budget and without touching your best performing campaigns.

Third, review the delivery report each week and block the apps that do not fit your brand. Fourth, do not rely only on platform metrics. Compare actual sales or leads in your CRM at 7 and 30 days. Fifth, note how much of what you see as a result of the network you would have gotten anyway in the feed. Sixth, do not use it in campaigns with a very tight cost per acquisition until you have your own data.

Consider a typical case, not real data but an example of how it might look. A pet supplies store in Orlando has a Smart+ sales campaign for the year end season. Its team detects that automatic placement includes the external network, creates a separate group to measure it with 10% of the budget, and blocks three apps that do not fit its brand. After 30 days it compares CRM sales between both groups before deciding whether to expand it.

When does it make sense to work with a TikTok Ads agency?

When you run campaigns with relevant budgets or several accounts, a placement turned on by default can change your results without you touching anything. A TikTok Ads agency can review the placements of each campaign, design the comparison test, and cross the platform data with your CRM. It can also keep block lists up to date and watch brand safety. Frequently Asked Questions

What is the TikTok Ad Network?

It is TikTok's network for showing ads in third party apps, formerly called Pangle. TikTok opened it to US advertisers on October 5, 2026 and says it reaches nearly 400,000 apps.

Can I exclude my ads from other apps?

Yes, in part. You can choose placements when creating an ad group and block up to 10,000 apps by identifier. But the placement choice cannot be changed afterward, and in Smart+ campaigns the control is more limited.

Do my Smart+ campaigns use this network?

They may. TikTok's help page says automatic placement includes all eligible placements by default, among them, depending on the region, partner surfaces outside TikTok. Check the settings of each campaign.

Does the TikTok Ad Network perform better than the feed?

There is no published data showing that. TikTok claims it reaches users who are not on TikTok, but there is no independent verification. The most sensible step is to test it with a separate budget and measure with your own CRM.
